Jane Doe 1971


On December 6, 1971 an unidentified female was found in Galloway Township, New Jersey near the Garden State Parkway. Her body was found in a wooded area off Jimmie Leeds Road. The female had been deceased for several months prior to being found. The female is estimated to be 12-18 years old but likely on the younger side closer to age of 12-14. She was petite at about 5’02” tall and around 115 pounds. Her hair was possibly auburn and shoulder length. She was found wearing a blue polo shirt, bell bottom slacks with multiple colored vertical stripes, and brown leather sandals. She also wore a wide leather band bracelet with small brass eyelets all around the band. Attached to the bracelet through some of the eyelets was a small watch. The watch did not appear to have been originally attached to the leather band but secured separately. Inside the female’s pants was a key to a local motel along the Garden State Parkway. The images above is an enhanced photograph of the bracelet the female was wearing along with a facial reconstruction completed by a NCMEC Forensic Artist and another one completed by a NJSP Forensic Artist. Both reconstructions depict what the female may have looked like in life.

She was only a child. 12-18 years old, but likely on the younger side closer to 12-14. She had been deceased for several months prior to the discovery of her body. She had to have parents. She had to have somebody in this world who missed her and looked for her. So why does a child this young remain in a grave marked unknown? Why does she remain unclaimed after all these years.

Here is what we know about her.
GALLOWAY TOWNSHIP - After nearly 38 years, retired police investigator Edward Hepburn is still haunted by the sight of teenage girl's decomposed body and the lingering questions about who she was and how she died.
"I (contacted) every single newspaper I could find," Hepburn said Wednesday. "We got hundreds of tips and eliminated a lot of them, but never came up with a suspect or identified her. ... I never would have thought there were that many young girls missing in the country in 1971, not in my wildest dreams."
Hepburn handled the investigation into remains found Dec. 6, 1971, by a trio of hunters in a wooded area off the Garden State Parkway and Jimmie Leeds Road in Galloway Township. Hepburn was a detective lieutenant when he left the Galloway Police Department for the Atlantic County Prosecutor's Office seven years later.
The 76-year-old retiree and three current Galloway officers met Wednesday with reporters in an effort to revive the case upon getting new, more accurate estimations of what the girl might have looked like.
"Because of the length of time the case has been dormant and (the fact that) the unidentified victim could be from anywhere, we decided the best thing to do would be to hold a press conference," Chief Patrick Moran said.

From the way I am reading this, it sounds like she was found on the edge of the Parkway, not the edge of Jimmie Leeds Rd. The ramp in this photo is exit #41 at Jimmie Leeds Rd.. That means she was found in those woods beyond the top of the picture. It also means that it probably wasn't a trucker who picked her up at a truck stop, because large trucks aren't allowed on the Garden State Parkway. It was someone in a car.

Galloway police hope wristband can help identify corpse

GALLOWAY TOWNSHIP — Police are hoping a unique wristband and watch can help them solve a four-decades old mystery.

Galloway Police have posted on their Facebook page a picture of the wristband that was on the wrist of a woman whose skeletal remains were found along the Garden State Parkway in 1971.

Police say the brown leather band has small brass eyelets. A small watch was found attacked to the bracelet through some of they eyelets.

The posting comes as police continue to try to give a name to the petite teenage girl who had light brown hair and perfect teeth.

Though the case is more than 43 years old, police continue to get new leads in their efforts to indentify her.

Hunters discovered the body in the woods east of the Garden State Parkway in Galloway Township on Dec. 6, 1971.

An autopsy determined the girl might have been strangled. Police took the remains to the Smithsonian Institution in Washington, D.C., where an anthropologist studied them to help a composite artist come up with a sketch.

In 2013, police have received news that DNA from both the victim’s mother and father had been retrieved from the remains, according to the police Facebook posting.

The National Center for Missing & Exploited Children has been assisting Galloway Police Lt. Donna Higbee as she has continued to try to solve the cold-case homicide for the past 6 years.

Along with their assistance in continuing to update their website with new information, Higbee has been working with anthropologist Donna Fontana from the New Jersey State Police Forensics Lab in Hamilton, Mercer County, in an attempt to successfully retrieve DNA from the woman’s skeletal remains.

Higbee finally received word from Fontana that nuclear DNA from both the victim’s mother and father was retrieved from the skeletal remains and uploaded into the National CODIS database.

This process took more than three years to conduct and many attempts at the retrieval had been unsuccessful because of how old the remains were, police said.

Higbee said the hope is that, as law enforcement retrieves additional DNA in the future through investigative and detention leads, police will be able to identify this female juvenile and solve the mystery of what happened to her over 43 years ago.

Police are asking the public to look at the digital facial reconstruction of the unidentified female, who has been named “Sandy.”
