His badly decomposed body was found in a densely wooded and secluded area off of State Highway 17 in the Town of Tuxedo. The victim's remains were found in Warwick Brook, in a shallow creek. He was shot in the head.

HIGHLAND MILLS — The plan on Thursday was to exhume the remains of the unknown man found slain in a Tuxedo creek, to take his skull and a femur in an attempt to identify him.

But sometimes these things get complicated.

State police investigators gathered Thursday morning with an excavation crew at the Cemetery of the Highlands, ready for a somber duty: exhuming the remains of the John Doe, found back in 1969, dead of a gunshot wound to the head, and possibly the victim of a mob dump job.

Aided by cemetery officials and staff, the excavation began just after 9 a.m., in the cemetery's L section, in a corner long used for the unidentified, unclaimed or indigent burials, according to JoAnne Sullivan, the cemetery's executive director. Cemetery records showed that the John Doe was interred about six years after he was found, Sullivan said, buried in what's known as a Ziegler burial case. A Ziegler case is made of steel, sealed with screws.

Workers on Thursday dug up the spot where the John Doe was supposed to have been buried, and ... nothing.

After hours of efforts, checking and re-checking cemetery records and maps and consulting with the funeral director and others involved in the interment, police had yet to find the remains Thursday afternoon.

"We're still trying," said Senior Investigator Yan Salomon.

Police plan to try again next week, perhaps using ground-penetrating radar to find the metal box, he said. Another funeral director involved in the original burial who wasn't available Thursday might be able to assist, Salomon said.

Police plan to use the John Doe's skull to do facial reconstruction, in hopes someone will recognize the man. The femur could provide a DNA sample to confirm an identity should a family member come forward.

MONROE – The New York State Police is asking for the public’s assistance to identify a murder victim found on Jan. 20, 1969, in Tuxedo, NY.

According to authorities, the victim, a white male, approximately 5 feet 5 inches tall, between 45 and 55 years old, weighing approximately 145 lbs., was found in a brook approximately a quarter mile from Rt 17.

The man, known only known as John Doe, was discovered wearing brown pants, brown socks and a white undershirt.

The victim was also found wearing a gold Saint Christopher medal and a Longine Wittnaur watch that had been repaired in New Jersey in January of 1967. No records existed at the time to identify this victim. The watch had been sold initially in 1962 in New York City, again without any traceable records.

An investigation revealed the victim had been shot in the head. An autopsy concluded the victim was killed sometime in 1968, as the body was badly decomposed.

A number of murder victims were found dumped in Orange County and the surrounding counties in the late 1960s and 70s. It was believed that this case, and the others were mob related, according to authorities.

In August 1968, the bodies of Frank Gangi and Frank Tuminaro were found dumped off a road in Sullivan County. Tuminaro’s brother, Angelo Tuminaro, a.k.a. Little Angie, was a major drug importer within the Luchese Cosa Nostra crime family of New York. It was alleged that “Little Angie” was one of the masterminds behind the French Connection in 1962 and follow-up thefts from the NYPD evidence lockers in the late 1960s and early 1970s.

In February 1970, the body of another John Doe was found shot and killed in Saugerties, NY. He was found frozen, wearing a suit with pajamas underneath near the Persico family owned farm. Carmine Persico was a boss in the Colombo crime family.

In February 1972, a frozen torso was located in the trunk of a 1965 Dodge Dart that had been set on fire off Route 17 in Blooming Grove, NY. The torso was later identified as Louis J. Mileto of Bellmore, NY. Mileto delivered heroin for Herbert Sperling. Sperling had business ties to the Gambino Crime Family, Harlem’s Nicky Barnes and numerous other criminal organizations.

On Aug. 10, 1972, the person who took over for Mileto, Carlo Lombardi, was shot in the head and dumped on State Route 17 in Sullivan County. Lombardi’s girlfriend was also shot, but would survive and later testify and identify the shooters.

In our featured cold case, the 1969 John Doe investigation is the oldest unidentified person case in New York State.

Records are kept in NCIC, the National Crime Information Center and NAMUS, the National Institute of Justice’s National Missing and Unidentified Persons System databases.

To date, no family has come forward to help identify this victim.

New York State Police are hoping someone connected to the investigation, or with information will be able to assist in identifying John Doe.

Any family members can provide a familial DNA sample, which is only allowed to be used for purposes of identifying missing and unidentified persons.

Numerous leads have been followed over the years with this case, and DNA and facial reconstruction will be done in hopes of identifying the victim.

Buried in a grave on the edge of the Cemetery of the Highlands, the body of a John Doe is expected to be exhumed by New York State Police sometime soon.

State Police have spent most of the day Thursday looking to exhume the skeletal remains. John Doe was buried here a number of years ago, but officials are hoping to find the exact location.

"It's a cold case from 1969," said Senior Investigator Yan Salomon. "We are trying to identify the remains of a person who was killed in Tuxedo, New York who was shot."

Footage from Newscopter Seven, shows work underway early Thursday morning as an excavator digs for the remains of the victim who was buried in Highland Mills.

His decomposed body was found in January of 1969 in a brook off of Route 17 in Tuxedo. What makes John Doe interesting is that he is the oldest unidentified Missing-Persons case in New York State.

"With today's technology, we hope that we can find a family member's match by taking his DNA," said Salomon.

When the victim was discovered, he was thought to be between 45 and 55 years old about 5 feet 5 inches tall. He was wearing brown pants, brown socks and a white undershirt. He was wearing a St. Christopher meal and a Longine Wittrnaur watch.

Working off cemetery records, police dug in the unmarked grave but did not find the metal coffin in which the victim was buried.

Police say a number of murder victims were found dumped in Orange County and the surrounding counties in the late 1960s and 70s. They think this case and other could be mob related.

Officials cannot confirm whether that is the case, though. Salomon is hoping that the slow identification process will eventually yield DNA from a family member.

He's buried in the cemetery’s L section, in a corner long used for the unidentified, unclaimed or indigent burials, according to JoAnne Sullivan, the cemetery’s executive director.

Police have two reasons to exhume the John Doe’s remains. They plan to collect a DNA sample, in hopes that familial DNA technology might enable them to confirm identification down the road, and they plan to have specialists create a facial reconstruction in hopes that someone will recognize that likeness.

Based on autopsy and investigation, the man was about 5 feet 5 inches tall, and wore brown pants, brown socks and a white undershirt. He still had on a gold St. Christopher Medal and a Longines-Wittnauer watch. A telephone company lineman found the man’s badly decomposed body in the Warwick Creek, about a quarter-mile from Route 17, on Jan. 20, 1969.

Police know the pricey watch was repaired in New Jersey in 1967 and that it was originally sold in 1962 in New York City, but found no records connected to the watch that would lead to an identity for the man who wore it.

TUXEDO, N.Y. – It has been more than 48 years since state police discovered a body near Route 17 in Tuxedo, and Troopers are still on the hunt to identify the victim.

The victim, still only known as John Doe, was discovered with a gunshot wound to the head on Jan. 20, 1969. Doe was wearing brown pants, brown socks and a white undershirt in a brook about one-quarter mile away from Route 17. He was approximately 5-feet, 5-inches tall, between 45 and 55-years-old, weighing approximately 145 lbs, State Police said.

The victim was also found wearing a gold Saint Christopher medal and a Longine Wittnaur watch that had been repaired in New Jersey in January of 1967. No records existed at the time to identify this victim. The watch had been sold initially in 1962 in New York City, again without any tracible records.

The 1969 John Doe investigation is the oldest unidentified person case in New York State.

To date, no family has come forward to help identify the victim.
