While picking up aluminum cans along the shoulder of the ramp leading from Route 619 to northbound I-95, a man discovered the partially-clad remains of a young Asian male.   He was on his left side with his legs bent, and east of the guard rail on a slight downward incline.   A brownish-yellow, almost gold, trash bag was on the victim's head.   He was wearing only a long-sleeved shirt and underwear.
