New Reconstruction Shows Face of 1993 "John Doe" in Pleasant Prairie

By: CBS58 Staff
Posted: Jun 26, 2017 8:08 PM CDT

It's a face no one has seen in 24 years.
Pleasant Prairie police have released new images showing a forensic facial reconstruction of their only "John Doe" - a man whose body was found, but never identified, all the way back in 1993.
Police Chief David Smetana says the investigation started on August 27, 1993 and now it's considered a cold case.
Trains still rush over 122nd street. It's about fifty yards from the steep hill where the body was found, Smetana said.
"A photographer walking along the railroad tracks here in the village discovered a badly decomposed body," Smetana said.
"There were some initial efforts done at the time of death. They were unsuccessful at being able to identify who the individual is. After December 2014, some of the remains were sent down to the University of North Texas," Smetana said.
Authorities recently got their first look at their "John Doe's" DNA profile, and Michigan state police provided the new images.
Forensic clay modeling laid over the "John Doe" skull reveals a face: a male, 40-to-60-years-old, Hispanic, Native, or Caucasian ancestry.
It's still a vague description but the image could remind a family member or friend about a loved one they had lost so long ago, Smetana said.
"It could have been somebody actually riding a freight train, somebody dying of some natural causes next to the railroad tracks who was living out there. It could have been a myriad of situations," Smetana said.
"This individual belonged to somebody. This individual was a part of a family. They were known to other people who have since, since 1993, been missing this individual," Smetana said.
The Kenosha County Medical Examiner spearheaded this process, Smetana said.
It's also worth noting that this is Pleasant Prairie's only "John Doe" case.

Cold case: Kenosha County medical examiner turns to Smithsonian to help ID John Doe

Updated: 12:44 PM CDT Aug 24, 2018

KENOSHA, Wis. —
It's been almost 25 years since the body of John Doe was found near railroad tracks in Pleasant Prairie, and the Kenosha County medical examiner is turning to the Smithsonian Institution for help.
John Doe was spotted Aug. 27, 1993, by a photographer walking in the area of the Soo Line -- now Canadian Pacific -- tracks just north of the Illinois state line.

Kenosha County Medical Examiner Patrice Hall recently engaged the services of forensic scientists at the Smithsonian Institution who will use isotopic analysis of one of the man's teeth to try to learn more about his origins. The body was in an advanced state of decomposition, and investigators were not able to identify the body or turn up any leads.
"I'm hoping with this isotope analysis that I can narrow down where in the world this person is from," Hall said. "It's literally a shot in the dark, but we’ll give it a whirl and see what happens."
Teeth capture an isotopic snapshot of where people lived during their youth or teen years, a Smithsonian scientist said. This is established by the water people drink and the food they eat.
This service is being provided by the Smithsonian at no charge to the county, Hall said.
His original cause of death was classified as a homicide from a gunshot wound, but a more recent review disputed that finding and so the cause of death was reclassified as undetermined.
In October 2015, with the support of NamUs, the skull was mailed to the University of North Texas Center for Human Identification for further anthropologic examination. There, DNA analysis concluded the John Doe was a man roughly 40 to 60 years old, likely Asian or Asian-derived -- such as American Indian, Hispanic, etc. -- with some Caucasian lineage also possible.
Hall said it was concluded that the man’s four upper front teeth had been missing for a while before his death, as the bone in his mouth had healed.
If anyone has any information about John Doe's identity or other aspects of the case they are urged to contact the Pleasant Prairie Police Department at 262-694-7353 or Kenosha Area Crime Stoppers at 262-656-7333.

Police release facial reconstruction photos in 1993 case

At left is a facial reconstruction of a “John Doe” whose body was found in 1993. At right is a reconstruction of tattoos found on the man’s left lower arm.
Facial reconstruction performed by Dr. Jane Wankmiller, Human Identification Analyst/Forensic Artist Missing Persons Coordination Unit, Biometrics and Identification Division, Michigan State Police.

PLEASANT PRAIRIE — Police on Monday released photos of facial reconstruction performed to identify a man whose body was discovered nearly 24 years ago on railroad tracks in the village.
The photos, which were based on forensic anthropology and dental examinations, as well as DNA samples, revealed a male about 40 to 60 years of age, possibly Hispanic, Native American or Causasian in ancestry, or possibly a combination of the three, according to a Pleasant Prairie Police Department news release.
In December 2014, the Kenosha County Medical Examiner’s Office and Pleasant Prairie Police submitted the skull of “John Doe” to the University of North Texas Center for Human Identification on behalf of the National Missing and Unidentified Persons System for a secondary forensic anthropology examination, forensic odontology examination, and DNA extraction, officials said.
An initial autopsy, forensic anthropology and dental examinations, and reconstruction of tattoos from the body failed to identify the man or create any additional leads in the case, according to police. Case information entered into the National Missing and Unidentified Persons database in January 2009 also did not yield an identity.
A year ago, the human identification center notified the medical examiner of the tests conducted by a forensic anthropologist narrowing down the man’s possible ancestries. The DNA analysis results were then uploaded into CODIS, the FBI’s national database.
In September 2016, the medical examiner requested that the Michigan State Police Biometrics and Identification Division perform a facial reconstruction of John Doe in hopes that it would assist in identifying the man.
The man’s body was discovered Aug. 27, 1993, by a photographer who was walking in the 12700 block of the Soo Line railroad tracks. The body was in an advanced state of decomposition, according to a police.

Anyone with information regarding the identity of this John Doe and this case is asked to contact the Pleasant Prairie Police Department at 262-694-7353 or Kenosha Area Crime Stoppers at 262-656-7333.
